Notice of Race
Pelican Yacht Club
Big Bird Classic
July 12-13, 2025
1.1 The event is being organized by Pelican Yacht Club in conjunction with the Manitoba Sailing Association
2.1 The race will be governed by the 2025-28 Racing Rules of Sailing, the Prescriptions of Sail Canada, the rules of the class concerned, except as any of these altered by the Sailing Instructions.
3.1 At registration, competitors must show proof of membership of a club which is currently a member in good standing of Sail Manitoba and Sail Canada (a card is the normal method of proof).
4.1 There will be up to 5 races scheduled. Ist race of each day will be counted for Club Season Total
4.2 The warning signal for the first race of the day (Club Race) of competition for the first boat will be 12:00 hr.(noon)
4.3 A competitor’s meeting will be held at 11 a.m. on July12 and 13th at the Pelican Yacht Club House.
5.1 The Sailing Instructions included below.
6.1 The race course to be sailed will be in accordance with the 2025-28 Racing Rules of Sailing. The Sailing Instructions will explicitly describe the course.
7.1 The Low Point Scoring System, as described in Appendix A of the Racing Rules of
Sailing will apply. Boats will handicapped with the PHRF Handicapping System.
8.1 All competitors should wear a Personal Flotation Device (PFD) at all times while on water.
9.1 Please register your boat online or at the club. or at the Club Friday evening. Registrations will be cut off at 10:00 a.m. July12,2025
Big Bird Classic July 12-13 2025 Sailing Instructions
1 RULES
The regatta will be governed by the rules as defined in ‘The Racing Rules of Sailing’ 2025-28 In case of conflict these sailing instructions shall take precedent.
2 NOTICES TO COMPETITORS
2.1 Notices to competitors will be posted on the official notice board located in the clubhouse.
2.2 All competitors, including crew must be members in good standing of a Canadian yacht club or Sail Canada.
3 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 11:00 of the day it will take effect.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed at the flag pole at the lower level of the Club.
4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’.
4.3 When flag AP over code flag “A” is displayed, racing has been cancelled for the day.
4.4 Code flag “L” displayed with one (1) sound signal indicates a Notice to Competitors or a change in the Sailing Instructions has been posted on the official notice board.

6 CLASS FLAGS
6.1 Class flags will be declared at the competitors’ meetings.
7 THE COURSE
7.1 Windward / Leward with a gate. When starting or finishing, marks 2S/P are not in use.
8 THE START
9.1 Races will be started by using rule 26 with the warning signal made five (5) minutes before the starting signal.
9.2 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes rules A4 and A5.
9 THE FINISH
10.1 Boats not racing shall keep clear of the finish line
10.2 The race committee reserves the right to give/offer an on course finish(s) to any
competitors which will be designated with OCF.
10 PENALTY SYSTEM
Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
11 PROTESTS AND REQUESTS FOR REDRESS
12.1 The protest time limit is 60 minutes after the course signal boat docks.
12.2 Decisions of the protest committee will be final as provided in rule 70.5.
12 SCORING
13.1 The Low Point System of Appendix A will apply.
13 SAFETY REGULATIONS
14.1 Keel boat competitors shall have DOT approved PFD’s on board for each person on the boat. This amends rule 40.
14.2 A boat that retires from a race shall notify the race committee as soon as possible
.
14 RADIO COMMUNICATION
15.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
15.2 All support boats shall carry a VHF radio and monitor the appropriate channel which will be announced at the Competitors Meeting.
16 DISCLAIMER OF LIABILITY
Competitors participate in the event entirely at their own risk. See rule 4, Decision to
Race. The organizing authority will not accept any liability for material damage or
personal injury or death sustained in conjunction with or prior to, during, or after the
regatta.
